Step 1
In a high-sided baking dish, combine water and kosher salt. Immerse the salmon flesh side down and let it rest for 10 minutes. Meanwhile, in a saucepan, combine soy sauce, orange juice, lime juice, honey, olive oil, rice vinegar, chili flakes, and black pepper. Bring to a boil over medium heat and cook until thickened.
Step 2

Slice new potatoes in half lengthwise and coat them in a bowl with chopped herbs, oil, salt, and pepper. Pan-fry the potatoes cut-side down for 4-5 minutes until golden, then turn and cook for an additional 4-5 minutes.
